HSA Expansion Becomes Law – A Win for Patients, But the Fight Reveals What’s Broken

That’s why Dr. Chaminie Wheeler traveled to Washington, D.C. in June to join the GOP House Call on the Mall (Docs Day), where she stood alongside fellow physicians to bring a patient-first voice directly to the steps of our nation’s Capitol.
Her trip was part of a broader movement to push for meaningful healthcare reform to
prioritizes relationships over red tape and empowers patients to make their own healthcare choices. Thank you to each of you for your prayers. We felt them every step of the way —> truly, mountains were moved in D.C.

🏛 A Roller Coaster in Congress - The Path to HSA Expansion Becoming Law
One of the key policy priorities was the expansion of Health Savings Accounts (HSAs) - a
provision that empowers Americans to save pre-tax dollars for healthcare expenses, including Direct Primary Care (DPC) memberships, gym programs, and wellness-based services.
📅 June 3, 2025
The House of Representatives passed the One Big Beautiful Bill Act (OBBB) by a vote of 226–206. The bill included significant Health Savings Account (HSA) reforms:
Doubling HSA contribution limits to $10,000 for individuals / $20,000 for families
Allowing Medicare and FSA participants to contribute
Covering Direct Primary Care (DPC) memberships, gym fees, and wellness-related
expenses
Permitting rollovers from FSAs and HRAs into HSAs
📅 June 16, 2025
The Senate Finance Committee removed the HSA provisions from the bill, citing a $44 billion projected decrease in federal tax revenue OVER 10 years, according to the Congressional Budget Office (CBO).
⚠ Notably, the CBO did not account for the estimated $67 billion in ANNUAL savings
projected from earlier access to care through DPC and wellness-based models (Health Rosetta Report, 2023).
📅 June 27, 2025
Following intense grassroots advocacy from physicians, patients, and small business leaders, the Senate reinstated the HSA expansion provisions, and the full Senate passed the bill in a 50–50 vote.
🗳 Senator J.D. Vance cast the tie-breaking vote as President of the Senate.
📅 July 2, 2025
When the revised bill returned to the House, it faced renewed opposition. This time from
within the Republican party.
About 20 members of the House Freedom Caucus withheld support, citing:
The bill’s overall projected addition of $651 billion to the federal deficit over 10 years (see reference below)
The repeal of clean energy tax credits
What they viewed as insufficient spending cuts, including to Medicaid
💡 This was a rare moment where fiscal conservatives opposed a major bill not because of spending increases, but because of revenue loss through tax relief highlighting a deep
philosophical divide within Congress.
After intensive negotiations involving President Trump, Speaker Mike Johnson, and
physician leaders, the bill narrowly passed the House by a vote of 218–214.
📅 July 4, 2025
President Trump signed the OBBB into law, marking a historic win for patient-centered
healthcare, expanded HSA access, and the broader movement to restore the doctor-patient relationship.
