Our May 28th event, Direct Primary Care Explained: Value for You and Your Business, was a tremendous success! We were thrilled to welcome many local small businesses (close to 50 attendees) eager to explore how Direct Primary Care (DPC) can enhance care for their teams while reducing costs.


📊 Dr. Chaminie Wheeler’s presentation slides and some pictures of the event are attached below for those who couldn’t attend. Dr. Kim Corba shared key insights on DPC implementation, and Chris Van Buren from KMRD Partners explained how DPC can complement traditional insurance for employer plans. It was a powerful evening of learning and momentum for the future of healthcare!


🏛 Federal Legislative News: Why This Matters to You

In our last newsletter, we shared Dr. Chaminie Wheeler’s article on expanding Health Savings Account (HSA) flexibility to include DPC membership fees. There’s been some movement in Washington, but not all of it good news.


🔹 On May 22, 2025, the U.S. House narrowly passed H.R. 1, known as the One Big Beautiful Bill Act, by a vote of 215–214. This massive 1,116-page bill touches everything from taxes and healthcare to immigration and artificial intelligence. It does include a provision allowing HSA funds to be used for DPC fees, with monthly caps of $150 for individuals and $300 for families—which is a step in the right direction.


However, Drs. Greg and Chaminie Wheeler—and many others—are concerned. The bill is projected to add $3.8 trillion to the national debt. Senators like Ron Johnson (WI) and Rand Paul (KY) have voiced strong opposition, questioning whether the final version will retain the DPC-HSA provision when it reaches the Senate floor.


Senator Paul put it bluntly:

"Somebody has to stand up and yell, 'The emperor has no clothes.' Conservatives do need to stand up and have their voices heard.”


What Drs. Greg and Chaminie support is: H.R. 1026 and S. 1719 – A Clear, Focused Solution

Instead of an overloaded bill, we support we support the Primary Care Enhancement Act of 2025— introduced in both chambers of Congress:


  • H.R. 1026 (House version) – Introduced by Rep. Lloyd Smucker (R-PA-11)

  • S. 1719 (Senate companion) – Introduced by Sen. Bill Cassidy, MD (R-LA) and Sen. Sheldon Whitehouse (D-RI)

At just six pages each, both of these bipartisan, commonsense bills would:

➡ Allow individuals to use HSA funds to pay for DPC memberships

➡ Clarify that DPC is not a disqualifying health plan for HSA eligibility

➡ Empower patients to choose personalized, preventive care without bureaucratic barriers


🗓 H.R. 1026 is currently awaiting action in the House Ways and Means Committee since Feb 2025 and S. 1719 is currently awaiting action in the Senate Finance Committee since May 2025.


🩺Why S. 1719 May Be Even Better:

Unlike H.R. 1026, the Senate version (S. 1719) goes one step further by explicitly allowing DPC physicians to dispense medications directly.


📍 In Pennsylvania, physicians are already permitted to dispense medications to their patients—a flexibility that supports our model at CCC Health. However, many states like New York, New Jersey, and Texas have strict or unclear restrictions that limit or prohibit this practice. S. 1719 would help clarify and protect the ability of physicians in those states to offer affordable, convenient medication dispensing within their DPC practices—further reducing patient costs and enhancing continuity of care.


This June, Dr. Chaminie will travel to Washington, D.C. to participate in the Annual House Call on the Mall (also known as Docs Day), a vital opportunity for physicians to engage directly with lawmakers. This year’s event is being led by Congressman John Joyce, MD (R-PA-13), who has served Pennsylvania’s 13th District since 2019 and is Co-Chair of the House GOP Doctors’ Caucus.


Last year, nearly 100 physicians from across the country joined this effort, and more than 20 members of Congress attended in support.


During the event, Dr. Chaminie will meet with our legislatures to advocate for restoring trust in medicine and supporting H.R. 1026 and S 1719 — bills that expands healthcare freedom by allowing Health Savings Accounts to cover Direct Primary Care memberships.
